Abstract

The historicity of Maharaja Hari Singh’s (1925-49) reign lies in the fact that he had signed Instrument of Accession with the Indian Government on 26th October, 1947. But it has to be conceded that while Maharaja Hari Singh relished exercising the divine Rights of the King, he desired to be accepted as a progressive ruler too. He was the harbinger of a number of social and economic reforms in the state and had also initiated the process of political reform by associating the people with the administration. Little wonder, in response to the popular demand and also impelled by the Maharaja’s broad and liberal outlook, his government adopted a series of welfare measures.
