Abstract
Governance can be termed as a system where in services to citizens are provided by the administration through a controlling mechanism with four phases, namely - information, interaction, transaction and transformation. Public administration, governed by bureaucratic structures built on rationale principles, that dominated the twentieth century, has failed to respond to the changing requirements of the present times.
