It is generally accepted by the scholars that from the 3rd, 4th century A.D. onwards the process of sustainable political development was started in Kaliṅga region. This is reflected by the availability of large numbers royal grants from several ruling lineages donating land to Brāhmaṇas and religious establishments. These grants are the chief source for reconstruction of the political activity of this age.
