Social learning is learning with and from others. It has been around for a longtime and naturally occurs at conferences, in groups, and among old friends in a café as easily as it does in classroom exercises or among colleagues online who have never met in person. We experience it when we go down the hall to ask a question and when we post that same question on Facebook, a blog, or Twitter anticipating that someone will respond.

Attempting to apply a Waterfall model in that kind of environment is unrealistic, yet many project managers attempt to do it anyway because it provides an "illusion" of control. It s much better to just accept the fact that the user requirements are uncertain and choose a model that is designed to be more flexible and adaptive to uncertain user requirements. The cost and schedule estimates may not be as exact and precise as you might like, but it s unrealistic to believe that the cost and schedule estimates can be any more exact and precise than the requirements are.

The controversy around open source has shifted from whether or not vendors can make money out of it to whether or not, and to what extent, a vendor can market itself as open source. There is no clear answer. It depends on a variety of factors, including the licence the company adopts, its interactions with open source communities, the amount of code it open sources and the amount of revenues it generates from open source. Since the open source movement is less about rigid structures than it is about consensus, what matters in the end is how open source vendors transparently interact with the community at large (and their customers) to settle, or agree to disagree on, their open source status.

Abstract

This paper examines teachers’ responses to the teaching-learning aid component of Operation Blackboard, a scheme to upgrade primary school facilities; and the implications for policy innovation aimed at improving the quality of primary schooling. Provision of teaching-learning aids posed a challenge to the long-established teacher-centred, textbook culture of schools which the National Policy on Education, 1986, sought to change. Adoption or rejection of this innovation emerge was conditioned by teachers’ professional capacities, the nature of their pre-and in-service training, personal motivation, and the relationship with the communities among whom they work. On the basis of the case study, the paper argues that policy innovation can only be successful if teachers’ capacities are accurately assessed, which may involve a reduction in policy aspirations and a slower, but more realistic, pace of change.
