Abstract

‘Civil society’ as a concept is perhaps one of the most intensely debated and contested concepts in the social sciences. There is no single, unified and consensual meaning of the term. Hence, the imagery of civil society is not so obvious. In the standard theoretical sense civil society is a collection of associations. Civil society tends to reflect a desire to recover powers for society that were usurped by states over a period of time. In classical liberal democratic thought, civil society has been a core idea. In ancient Greece the ‘civil’ part of civil society referred to the requirements of ‘citizenship’ viz., ‘knowledge’, ‘discourse’ and ‘participation’. Civil society was conceived as a commonwealth of the politically organized citizens. Aristotle’s equation of ‘civil society’ with ‘political society’ remained a main feature of the conceptual history of civil society over the centuries, although major deviations from this tradition occurred in the contractual theories in the 17th and 18th centuries.

Regional integration and co-operation among two or more countries facilitate them to enjoy the benefits of all resources in an efficient manner. The co-operation among European countries is the best example of this. During 1980’s the United States has increasingly turned its attention to the liberalization of Regional trade. Accordingly, the Canada - United States Free Trade Agreement (CAFTA) came into existence and negotiations were initiated with Mexico to from a trilateral North American Free Trade Agreement (NAFTA) (Drusilla K. Brown, 1992). There were great economic disparities between the United States and Canada on the one hand and Mexico on the other. An economic integration particularly between United States and Mexico has several implications. By establishing such a free trade United States has opened the way to closer economic relations with countries of Latin America and the Caribbean, thereby laid foundations for a free trade system in the entire western hemisphere ( Philip Martin,1995). The strategy for thinking of dalit administrative issues, it-might be battled, fused three essential rising subjects: A test to the astoundingly hugeness of Hinduism as the greater part religion and the point of convergence of Indian custom; a request that it was sensibly a Brahmanic Hinduism that relates to the intensity of a world class over that convention, and that this space must be toppled. A spreading of this point past Dalits themselves to fuse every one of the zones of those manhandled, clarified and minimized by the techniques of stations mishandle, joining Adivasis and other in inverse positions (the past Shudras), laborers, ladies, and oppressed nationalities.
